The twenty-one members of the Organization for Economic Cooperation and Development, comprising eighteen western European nations plus Canada, the United States and Japan. account for two-thirds of world steel production. The Special Committee for Iron and Steel was formed by the OECD to study trends and problems in the steel industries of member countries.
