Surface mining operations must manage variability from within their operations as well as variability imposed upon them by external forces. A framework to manage both internal and external variability through the continuous review and adjustment of a mine plan during active mining lifetime operation is introduced, to minimize lost production and maintain operational safety. The observational approach of “observe, evaluate, interpret, predict, and adapt” is employed as the backbone of this approach. Although written with a surface mining operation in mind, the framework outlined in this paper would be equally applicable to any mining or processing operation.
